This sounds old-fashioned, but the Puerto Rican Collection at the University of Puerto Rico (Río Piedras) holds an archive of VHS recordings of WAPA programming. You cannot check them out, but you can view them on-site for free. If you are on the island, this is a legitimate way to access Programa 3 without paying.
